  Hello, if you want we can build an app which runs on bluetooth or wifi without internet as you are mentioning. But their range will be around 25m. Inside their range we can communicate with cellular network or internet. If you want to discuss more just ping me.

  If you want an app which allows calls and texts over wifi without using cell service, there are already VOIP services like Google Voice which will do this for free. To make calls and texts without cell server OR wifi should not be conventionally possible. However, instead of having each person in the government shelter pay $20 for internet, can't you set up a collective system where one wifi connection is available and 20 people each chip in $1 to pay for it?   Sorry, but this idea doesn't sound possible in the long run, you need some kind of internet or telco services to run, or try to use DIGI cheapest plan, RM15 per month and you can get unlimited social media access for messaging others, cheers!
