Fix a html element positioning bug

Contest Brief
There are two small bugs in index.html:
Both problems are with the chart tooltips & circles that say 'short' and 'long'.
1. When the page loads they flick positions, from slightly lower in the chart to higher up. This looks bad. I was going to fix this by having them invisible on load and after wow.js animation finishes fade them in. I didn't manage to do this.
2. The tooltips and circles are only in the right position when the chart is at its full width. They need to stay in position relative to the line chart. Basically If I want them at index 6 on the chart (x = 6) they should stick there on all resizes / different data.
The circles get their position from landing.js line 51, 52 & 56,57. There should be a way to dynamically update their position according to the position of the data-point at index x.
Tooltips get position from the end of the landing-page.css
