    For fast loading you need PHP CodeIgniter Framework. You can not ignore Javascript, it is very useful.

      These days all the fancy creation on sites is using jQuery(extension of JavaScript) so it is necessary to use it. They don't slow down the site speed. There are lot more of other measures which should be taken care of for speed point of view.
