first question. What is the platform? Windows/Linux - good to know because my focus is on Linux.
Microsoft is not exactly my field.
Send me more info about this issue - error messages, errors from log files if there are any first.
Here is what you can check:
1. Do you gen any output in case of this try on command line: php -r 'echo 123;' .
You should get '123' on output. Is PHP module properly loaded within your Web Server?
2. Check file permissions, can IIS Apache read those files? Any Apache, IIS restrictions for running PHP - maybe via Apache IIS config, if you run your website as virtual host.
Check presence of '.htacces' file also.
3. PHP configuration file:
short_open_tag directive - most developers use '<?' tag in PHP source file, this is not supported by
default in PHP, must be enabled via config file. Check this also.
