Well, I wish it could be done for a very little cost, but it needs work to do and unfortunately it is not just a copy of file and it's ready, the principles of upgrading a Moodle website is too much different from other systems. To make it short, kindly let me know the number of courses you have and the approximate file size of courses. I will need to see your system to know what configurations are needed in the course "copying" to the new one. I will try to reduce the cost as much as possible.
