Finish a "failed project" in GAF + Create a new website

One of my projects have "failed" here in GAF. I would need a freelancer to: Project 1: Finishing the failed project. Project 2: Develop a new project based on the previous one. Description, please understand it perfectly: Project 1:Regarding the failed project: it's a 800$ project and this is the work done until now: fpformacionprofesional"dot"com, please take a look (note: the webpage has a private backend where the "content" is created). I've paid 60% of the project, then 40% is missing (320$). I would be glad if the project could be finished paying less than 500$. Finishing this project includes: a) finishing fpformacionprofesional"dot"com AND creating a "clone" website with the same code and a different design and a different database (to be provided by me). Project 2: Regarding the new project ot develop you'll have to develop 2 more "clone" websites based on the previous code with slighly changed designs and different databases (provided by me). All my databases are provided in excel and have to be uploaded to a mysql database. I guess this new project of 2 websites could be done with a budget of around 500-600$ READ THIS PLEASE: - If you're a company, I'll need constant contact through skype and through teamviewer with the DEVELOPER that is going to develop the websites. He/She has to understand english perfectly. DO NOT BID if you can't meet this requiremement. - Development turnaround: 15 days for finishing the project 1 and 20 days to finish the project 2. With ALL the bugs solved. Bidding for this project you agree to get a penalty of 15% of the anount of your bid for each one of the weeks your project is delayed. If the project is delayed 1 week you'll get a penalty of 15%, if the project is delayed 2 weeks, you'll get a penalty of 30%, so on...
