Contractors Web Site

see [login to view URL] need a site where licensed contractors can post their information (free and pay for listings). In essence this is a mini web site for a contractor that wants to post his info. consumers will use the web site to look up contractors that meet their criteria (location,skills,etc.) need radius based selection criteria, validation of license via links to other web sites, emcommerce to manage subscription and renwals of listings. I need someone that can take this project from start to finish...graphics, database, ecommerce, managment console so I can run the basics, admin reports. I am in the SanFranciscoUSA area... I need the ability to converse on the phone from 6AM to 8AM my time. Text messaging and email will not cut the cake until the project gets fully organized. Some folks suggested Joomla may be a good platform for this project..but I don't know....let me know. The current web site is a VERY rough concept..nothing close to a finished system.
