Incoming/Outgoing call notification like truecaller

I am looking for an experienced freelancer to help me create an incoming/outgoing call notification system, similar to Truecaller. The project is intended for Android platform, and I have the design ready with me. I need a notification system for both incoming and outgoing calls.
I have already implemented notification which you can find and download from attachment. You will need to do following things
1. Implement profile icon with letter of name like "A"
2. Design notification UI exactly like truecaller for spam / verified business / verified profile
3 . Detect outgoing call and show same notification as its showing for incoming call
4. Make draggable Popup like move up , down
5. Allow pre-definded popup location like top , bottom middle .
