I need a desktop app creator

Basically I am looking for a desktop app/programme for 3 users to be used by the HR department. Basically itll hold all our employees details, any documents we have for them etc. Ideally want to be able to programme the system so that you can click on the employees name and a pop up opens with just details we would need right there and then like date of birth, bank details, address, start date and holidays taken.
Ideally it would be a "hollow" programme where I am add in all the employee info etc, as Ill need to be able to admend it as we get more staff. It doesnt need to be too much, just a useable database/programme
any chance someon can do this? And tell me a price for this
