Need fixes to a classic ASP application

I have a need for someone to provide some updates and fixes to an application built in classic ASP. The application has some issues that need to be worked out. I will describe the application and then the issues that we need fixed.

This application manages the vans and passengers that belong to a vanpool company. There are over 30 vans and over 200 passengers belonging to these vans.

There are 3 roles identified for this application: administrators, coordinators, and passengers. Administrators control the application, managing all the vans and passengers. The Coordinators manage the van that he belongs to as well as the passengers that belong to that van. The passengers manage their own information so as you can see there is a level of permissions designated in the application.

Passengers pay for the service by submitting cash or check to the coordinator every month. The application is also linked to an online payment system where the passenger can pay with their credit card. The application keeps track of all of the payment information.

Every month, the Administrators compute the van dues required and enter this information into the application. Each Coordinator then takes the figure and computes what each passenger owes and enters these figures into the application. The Coordinator can then choose to email all the passengers on his respective van detailing the payment information for that month. Each passenger can then click on the link within the email that takes them to the payment gateway to make a credit card payment. The payment information is also logged into the application.

Issues we would like to have fixed:

[url removed, login to view] issues - whenever someone logs into the application it shows an error page. It takes a refresh to bring up the correct page.

[url removed, login to view] a notification is sent out that a bill needs to be paid, it sends out an email that the payment had been submitted eventhough it never occured.

[url removed, login to view] the user enters billing information for a particular month, it shows in another month by mistake

[url removed, login to view] like to remove methods of payment at the payment module to make it only mastercard and visa.

[url removed, login to view] like to setup an auto payment feature for users that want to have it deduct from their account automacally.

[url removed, login to view] content - we have billing information that is stacking with 2010 information. would like to have previous years' information hidden with a link that will open it up when clicked

[url removed, login to view] the user makes a successful payment it logs them out of his account instead of keeping him logged in.

MESSENGER/EMAIL EVERY 2 DAYS AT THE MOST. I'M NOT SAYING THAT WE NEED

TO TALK EVERY 2 DAYS DURING THE PROJECT DURATION BUT IT WILL BE

HELPFUL TO KNOW THAT THE FREELANCER WILL BE AVAILABLE FOR CORRESPONDENCE.

Would like to hire someone with a lot of ASP experience as well as experience with payment gateways. The payment system being used for this application is USAEPAY. I will try to post some screen shots within the next day or so. Thank you for taking a look.
