Need An Inexpensive Hosted Call Center Solution

Hello Bidders;
First things i will tell you are: NO PER SEAT PROGRAMS - I have no interest in these and find them all expensive and NO VICIDIAL - I have used it and A) I don't like their system or customer support and B) They start hitting you with outrageous charges to set up and as things are going - NO VICIDIAL!!!!
I am looking for software you have already developed that can be modified for our needs, as needed.
This is Part 1
What I would like to have is this:
A copy of Call Fire Cloud Call Center System (Hosted)

PowerScript & data popup
Unlimited call transfers
Call dispositions & statistics
Campaign, list & sound mgmt
Customer history & notes
Remote / home agents
Real time reporting
APIs to control campaigns
CRM integration support preferably with a free open source CRM like Sugar CRM
Agent monitoring barge (silent)
Upload contacts in Excel
Agent reports & statistics
Multi-line autodialer that we can set - from 1:1 up to 4:1
MachineSkip answering machine avoidance
SmartDrop answering machine messaging
Call recording - VERY IMPORTANT
One thing we really like about using Call Fire, is the agents will use their own home phone lines and what will happen is:
The agent goes to [url removed, login to view] - then agent's login
The agent fils out WHICH campaign they are working on, enters their phone number and overall passcode, email address and then the "on hold music"
Once this is filled out a code will be required to use the system and the system will call the rep with this code....The rep enters the code and system starts dialing - and the billing goes to me not my reps. At this point when a call comes through, notes can be put in, and there are areas to update the list that was loaded by the titles of the columns from the list. And there will be button dispositions (that would have been set up by the admin).
It's nice in the sense, this is not an SIP system, it is easy to use, easy reporting and very very little times when there are issues.
However, this gets quite costly. What I would like is a system that does exactly the same thing BUT instead of charging me $3-$4 PER AGENT Hour on the system, can charge me less than $1 PER AGENT Hour on the system (if you want to look at this on a per minute scale - it must be no more than 0.01 cents per minute for calls in Canada and the USA)
Part 1 is most important - Part 2 would be desirable

Additionally, what would be nice is the ability to have a HOSTED IVR system to allow for inbound call campaigns - again must be able to designate by campaign - Costs would need to be discussed on this one
