PDF Reader/Editor - Add Annotations, Measurents, Layers to PDF & TIFF Construction Drawings

I am looking for a C# programmer who can developed a project similar to the application Plan Viewer Download OnScreen takeoff, I will incorporate it into my own estimating software, so full source code would be required, it will require an Access Database (Which is Fully Already Completed & Ready) and will also be required to be developed to upgrade to SQL as my does my estimating software. This a Windows Forms Application - PDF Reader/Editor with the ability to set View Ports, Create Layers. This Consists of Adding Annotations and the ability to set View Ports to Calculate Drawing Scales(ie, 1/8=1'-0" = 0.00381=0.3048) - 1/4" = 1'-0" = 0.0762 =0.3048, etc, this will be used for Imperial & Metric Dimensions to Measure PDF & TIFF Construction Drawings. All Dimensions are stored in DB as Metric Now and converted to imperial. Must be able to take off LF (Lineal Foot) , Count Items, SF ( Areas) , etc., each condition (item) measured must be able to be colored coded and be able to set line Thickness.. This project is for a Desktop Application. The OnScreen Take has been started by me using Pdfium open source, but I think the (SDK Paid Version) would be required to continue to add the above work.. Any Better Solutions , just bring it to my attention. Any Developer that has worked on or completed a similar application will be given top priority. Has to be able to convert PDF's to Tif's and open/view/edit/measure and annotate - .pdf, and .tiff files, and use and create multiple layers. This is a 2D Solution.
