Wordpress Dashboard for tags managment

I am looking for help in creating a custom tag organization dashboard for my WordPress website. The ideal candidate should have experience with WordPress development, PHP, CSS and JS knowledge.
Required features for the dashboard:
- A page accessible by the WordPress administrator for a specific role.
- When the user accesses the dashboard, they are redirected to the first sub-page of this section, which displays a list of tags that belong to a custom taxonomy. Each tag displays the list of related posts.
- Within each "tag box", the user should be able to assign or delete existing posts via a quick search.
- It must be possible to specify in the code which tags should be displayed on the subpage.
I do not need any special plugins or themes that are compatible with the dashboard, just the standard WordPress functionality.
The freelancer should have experience in creating custom WordPress dashboards and be able to deliver the project within the agreed timeframe.
