Smart grid tariffs system

I'm working on creating a system of tariffs my power consumption. I gather data every minut in formats kW and kWh to my database. I want to have a system that can turn memory devices themselves such. heat pump, vartmvann and other Eneri sources when I use a lot of power. form goal of my system and bring down consumption.
