Develop a software tool which we are going to use in (Visual Studio 2019) .Net Framework application solutions. The tool will help apply electronic signature (e-sign) capability to the PDF, Word, Excel etc. type documents.
The tool must meet applicable enforceability and legal conditions mandated by FDA & other legal agencies approval to help secure 21 CFR Part 11 certifications of FDA.
The tool will be preferably designed in VB.Net/C#.Net (if not, get our approval for the development environment to use), but must be available to use in VB.Net/C#.Net based applications. All the source code will be delivered by you as milestones payments. If you need to use any non-MS DLL or compiled apps, they should bear no encumbrances and be free to be used & owned by us. Also, get our approval before using them. If nothing specified in initial response, we shall assume none is in use.

Please provide 4 hours of support after delivery of finished product. You may also submit milestones details, if needed. Else we shall assume it will be a single payment at the very end.
