Design a circuit

I need a circuit designed for the arrangement of a fuel cell, battery, and a generator. I've 2 different articles on the circuit between a fuel cell and battery, for reference. the circuit needs to be derived from the same without overlapping completely. I would prefer somebody who has worked on fuel cell or similar technology before or probably somebody in Delhi, India who could probably visit the site and understand whats to be done exactly An agreement for payment will be signed and payment made only after verifying the design. TIA 1 week
