Dear sir, Here is my suggestion. We can use atmel-attiny85 microcontroller. It is very easy to program. We can use DIP switches. But I think a potentiometer will be good. We can easily handle timers in this microcontroller. What is the operating voltages of motors? If your described IC are compulsory I can also design that circuit. But microcontroller is the best option. Let me know your opinion. Thank you.

Hello, Thanks for posting the project. I am an Electrical Engineer with 30 years’ experience of Customized Product Development for Instrumentation and Control applications. I am based in Kolkata (India) and running a business in the name of "Zetek Systems". I have a good hardware setup and a team for fabrication and testing. Your requirement 1,2 and 3 is clear to me. You want to give three square pulses to enable start condition or to start the operation? In either cases you have to specify the pulse width also, so that the circuit can reset the pulse count it there is long delay between two successive pulses. If the system is only counting the pulses the following situation may arise: two pulses are given quickly and the third pulse is not given. The next time someone is trying to start it will start at a single pulse. Now I am bidding only for a circuit diagram. If you want a physical prototype the charges will be extra.
