Excel VLOOKUP work

I want to do a VLOOKUP to move data from one spreadsheet to another. I can do VLOOKUPs but this has an element that I do not know the VLOOKUP script for. The spreadsheet 'ABR template' contains some data with Suburbs in Australia and telephone prefixes. The spreadsheet 'Postcodes by Suburb' contains some data with Suburbs in Australia and Postcodes. I need to combine these so that I have the suburbs and the postcodes in the same file with the telephone prefixes. The important field in file 'ABR template' that I want to match is column D (Suburb). If the suburb in column A of the file 'Postcode by Suburb' is contained within column D of the other spreadsheet then I need the postcode alongside that suburb in file 'Postcode by Suburb' inserting into the 'ABR template' file alongside the corresponding suburb. That is the easy bit, which I could do myself. Here is the more difficult part... Some suburb names are present more than once, e.g. St Leonards is present 4 times in 'Postcodes by Suburb'; 2 times in state NSW, 1 time in VIC, 1 time in TAS. St Leonard is only present 2 times in 'ABR Template' and that is okay. Where a suburb name is present in more than one state in file 'ABR Template' in column D the suburb name is followed by the state in brackets, e.g. 'St Leonards (NSW)', 'St Leonards (VIC)' etc. In file 'Postcode by Suburb' I have added a column alongside with the state of that suburb in brackets. What I need is a VLOOKUP that overrides present only in suburb field to say if the suburb in file 'ABR Template' contains 'Suburb' & '(State)' from columns A & C of file 'Postcode by Suburb' then use and insert the postcode from column B. I guess this would be termed as an overriding or secondary VLOOOKUP? Further to this, if a single State has a suburb twice e.g. 'St Leonards' in state '(NSW)' then from the 2 suburb postcode options insert the postcode that DOES NOT start with a number 1 following the underscore '_'. i.e. in the case of St Leonards (NSW) use postcode '_2065', not '_1590' because '_1590' starts with a 1 following the underscore. Instruction for VLOOKUP excluding the above extra info around STATE: In both tabs 1 and 2 of file 'ABR template' carry out the following Vlookup to insert data into ABR template. If column D of file ‘ABR Template’ contains the text (suburb name) in column A from file ‘Postcode by Suburb’ then place the postcode from column B of file ‘Postcode by Suburb’ into column F of file ‘ABR Template’. Overriding or Secondary Vlookup: If column D of file ‘ABR Template’ contains the text (Suburb) in column A from file ‘Postcode by Suburb’ AND column D contains the text from column C (State) then place the postcode from column B of file ‘Postcode by Suburb’ into column F of file ‘ABR Template’. i.e. Having the suburb and state overrides just having the suburb.
