Scrape data from a website and put in a spreadsheet

This simple project has four parts:
1. Write code (in python) to scrape and save a list of all U.S. congress members by year, which is available here: [login to view URL] To do so:
a. Complete the field, “Year or Congress” (ie, 66).
b. Copy the entire page into a .csv file. Include data from all fields: member name, birth-death, position, party, state, congress #, year.
c. I need these data for the 66th to 115th Congresses. Note that it is very important that the website is queried in a respectable way — without the risk of overloading it with requests.
2. Next, for each member of congress, merge in his or her biographical info, for example: [login to view URL] See attached for an example of what the final output file should look like.
3. Check the output for consistency with the source data.
4. Provide a copy of the final python code to me.
