FileMaker Developer - Online Form Builder

The project is to create a FileMaker database so users can create their own online forms. Similar to Jotform or Google Forms. Will be hosted on current client FileMaker server.
Must be able to accommodate meetings and emails to at least 12PM ET
Must be able to use a project management system such as Trello
Must be able to start ASAP
This is a project rate, not hourly
Strict timelines for client approval
The project may require PHP for front and backend due to constraint on FileMaker server license.
This project is for FileMaker Developers.
This is NOT an integration.
Ultimately looking for a long time partnership.
Goals - To be able to easily build forms which will create a robust data schema, unique URL and reporting needs.
Deliverable:
To create an interface that will enable a user to create forms, similar to Jot Forms and Google Forms. To collect data in stand-alone FM database hosted on client FM server
Ability to send out forms as URLs
Reporting will be also required in later phases
Main Dev Requirements:
To create a form engine to create individual forms with individual URL links
Each form needs a QR each linking back and can send as a PNG or JPEG.
Each form needs to produce a unique URL that can be shared
Ability to use short form links - in later phase
Ability to set a date as
Ability to set end date for active form
Ability to easily view responses
Ability to easily manage Form settings
UX/UI / Functions:
Styling: Bold, Underline, Font Sizes (not mandatory)
Change Theme / Colors (not mandatory)
Drag/drop questions
