NEED a ACH Banking service in Delaware

I need a consultant that can solve this problem. 1. Need to find a BANK in Delaware that allows ACH service for businesses without a percentage fee. 2. ACH service must allow for us to enter the amount to withdraw. Our business is rentals. So we charge for Application fees, Security deposits, lost key fee, etc... the amounts very month to month. The bank must allows us to enter the clients Banking info and simply charge or withdraw the needed amount to cover the debit. Like a credit card. Once the credit card number is given we can charge it based on the contract terms after the initial authorization. That is exactly what I am looking for. The ability to use ACH and charge different amounts at different terms once the lease is signed. 3. Preferably the State of Delaware I am looking for the banking relationship. The Delaware bank cannot have any other locations except in Delaware. 4. The ACH fee rate is key. For example [login to view URL] would be perfect for us a. They are only located in Delaware b. They have NO ACH fees, credit / debit, etc.. 100% free Unfortunately they denied our application and would not explain the reason. So we need to find another bank. If you google “accept ACH” that is a lot of trash. All these companies in the result all charg % of the transaction + limit how much you charge, requires the original client to submit the transaction each time, etc... a complete mess I need it like a hotel does it. You give them you credit card and you can call for room service and it can be charged to the card. But I need to charge it to their bank account via ACH.
