A very short animation

A very short and simple animation is needed from the ready image files. Not more than 3-4 seconds. Have a look at the attachment, all that needs to be done is as follows:
1. We only show an empty road in the first frame.
2. The vehicle comes from below and halts at the position that it is currently at. (in the middle)
3. Some smoke or wobbly effects can come during this transition.
4. The different sign boards will appear once the car is at halt
We obviously have different layers for this image so it is not much of a work. As you know this is fairly simple project and your bid should not exceed $50.
