Game Emulation

I need a pro with a high skillset who knows about emulation, concerning games. I have to produce a couple of POC apps for the iiRcade consisting of SNK games like Metal Slug. I have the source of emus and licenses for the games. If you can do the POC, get it approved, then I am going to need 30 more because they all are the same system though, we'll only need to literally change the artwork and script pointers per game. I definitely need someone who can do the emulation but also integrate or port GGPO to android. refer (google it) for additional understanding - NEO GEO ROMs and Polygame master ROMs.
