Build me a custom website (reposted)

We require a custom vblog site.
Site to be fully responsive and to have option to switch from desktop or responsive scale by the user when viewing on mobile devices/tablets.
Also option for admin to switch the site to only show desktop version on all devices if we wish.
The site will also require;
Custom Slider
2 contact pages,
disclaimer page with enter/exit buttons that appears before selected posts,
audio download/streaming section,
item carousel on home page,
page with integrated facebook group page.
The site will require several other features such as autoplay, auto generated thumbs, advertising boxes and spacing for banners.
We want everything as easy to operate as possible backend,
In admin we want only relevant tabs and everything easy to find with its own section
Complete and easy control of the colour scheme backend is also needed.
Designer will be responsible for fully testing the site to make sure its in working order
Fast loading times are essential as is having a site that is fully secure security wise with tests ad checks provided by Dev
.
Extra notes: You will need to be 100% fluent in english.
