Build a POC website

I am looking for a professional to build a POC website. The website will be used in a gofundme/kickstarter fund raising campaign as an example of what the completed web site will do and look like. The POC project phase, Phase I, I expect to be very small and short. The professional who completes the POC with me will get the Phase II or production deal – unless the work is totally unacceptable. A simple prototype of the website can be found at kopout.org. The purpose of the web site is to bring together donors of lodging and meals with the law enforcement community and donate the lodging and meals to a deserving officers. The officers themselves actually vote for who will get the donations. The webs site must be a responsive SPA page. The web page must be written in Visual Studio 2017, C#, .net 4.5.x. We can discuss client side frameworks, but I prefer bootstrap and angular. I am a .NET developer but am horrible at UI design. The web services for this web page already exist, I will be responsible for those. The site is very, very simple. It is read-only. We are only going to show existing data. We are not going to validate/update for the POC. Again, go to kopout.org. I bascally need that site as a SPA, read only. I will provide text for some of the pages – I just don’t have time to make it look nice. Responsibilities for Phase I include: 1) Creating appealing, engaging web pages 2) Create responsive, SPA page in agreed upon technologies 3) Light graphics work as part of look and feel make over 4) Possible logo design, not required.
