Create Simple Graphic Design Software

We've created a cool graphic design portal that is based on stock vectors, illustrations, music and even sound effects. The vectors are adobe illustrator types of files. I am looking for a simple graphic design software to be created that can import, read and edit those vector files, as well as being a simple to use graphic design software. Aside from being able to import and edit the current vector designs, I'd like it to be able to create simple graphics from shapes, along with adding text. I'm not sure if this needs to be built from the ground up or if there's already something we can utilize (open source type of thing) to integrate into our portal. It's built on Ruby on Rails, I'd like to know if there are any issues with that? I am open to your ideas and would love to hear your thoughts. I'm not sure how this should be built or in what programming language it should be created in, please let me know your experience with development / programming and the direction I should take with this. This would be an ongoing project as I'm sure we'd have a lot of updates and features we'd want to add as we go. I'd like to start this as soon as possible.
