hi, Check my portfolio first, then you can will find that i am an expert in Graphic Design and as a designer i have complete command over Adobe Graphic Suit. I can Create a Beautiful design for you App in adobe xd and then we can do a prototype run of it. but i am not a developer or a html or css expert so you would have to hire a developer to implement the designs in to an actual app.
