Interactive website with world map, city search feature

I require a wordpress website to be made which displays events going on over the world, major city by city, allows you to search for events close to a city or address that you enter, and also allows users to add events that are coming up as well.
I know there are plugins which can make this easy, and Google map has its developer kit. I'm looking for a solid web designer who can code this functionality into a system that's user friendly, in a theme that's also easy to edit on the back and and add content to/around (ie - so I can add articles, recent news, have blog posts appear on the front page etc).
Questions:
Have you worked on something likee this before? Have you used Google Maps API? Or plugins on Wordpress which accomplish this function? I'd also like to have a mailchimp set up which people can be separated by their major region/state as well, so I can email lists based on person's location or to all subscribers. And can it be done for the whole world? Finally, can it be on a wordpress theme where it is displayed on the homepage and can have articles and newsposts come on homepage too?
