H2 power website build

the brief for this project is in the attached files. This brand is a new business, created for a new product line. We need a corporate website that will be engaging to other business minded people who run fleets of trucks. Having a white design that has the colours of the h2 power logo will be critical. This needs to be done on a CMS, happy with WP or Joomla. This is my 2nd attempt at getting this work done on Freelancer. I'm going to carefully select this Freelancer, you must be able to deliver on the following: 1. complete within 3 weeks from starting 2. Must comply with HTML5 & CSS3 standards 3. Must be dynamic in that scaling screen on Windows/iMac desktop doesn't negatively affect quality of imagery, and is suitable for all screens, from iPhone to desktop. 4. Milestone payments will be: a. 1st payment - completion of home page design that is agreed upon b. 2nd payment - completion of website and ability for me to login and see it working properly c. Final payment - post transition to hosting platform. I will also add, I'm a developer myself and I will be checking the work. I am primarily a UX designer, so I need someone who can provide just a decent layout and present the information appropriately. I'm not after a big global all conquering website, it just needs to present well and look good. On home page, needs to be 6 images rotating in a banner of some sorts, these will go from the heavy trucks first, to the light trucks/4wd's next. From power, efficiency and then to costs. In summary, don't bid if you can't do this below $400.
