Realization of the website to manage orders

I am looking for a freelance for the realization of a web portal responsive useful to the management of orders. In practice, the front end side, will be very simple, where users can access through user-id and password (getting them through an online registration process, free of charge) and, depending on the type of need request, will send a request for the contract ( eg hydraulic, small construction works, professional, beautician, taxi, ...). The various sectors (which will be located suppliers who can respond to the request sent by the user) will be managed by me. I in the backend I can upload, for every city in the world, all providers that require you to be registered to management. Once the user submits the request for the order, leave a message to the supplier closest to him who will conduct a live quote and the user can choose the supplier immediately. After choosing the supplier, this (set according to the urgency of the user who requested) will carry out the intervention and at the end (hopefully) send copies of photos documenting the intervention and the final cost of the intervention. At the end of the intervention, the management system will automatically assign a score based on the speed in the closing of the order, and then, the user will also give him another vote. The sum of the two votes will generate a rank for the supplier. (the rank will be useful in the future for users in the choice of suppliers). In the backend, I will be able to view all the contracts in progress and those closed by checking all the details, including the final price. Will I be able to filter searches also based on the name of the supplier. The management will be in Italian and in English. I already have a domain hosting on linux / windows and datrabase MySQL and MSSQL.
