website with some php programming

I need a simpel site with a header and footer. and i need a script that when i click the link it dissaper for a period of time set of me. it has to be possible to set the timer from 1 to 1440 minutes. also a point system from 1 to 3000 where the highest number always are on the top. This is not a ptc site, I guess it should be a login area to set up the links and a easy site config . If you know the cashcrusader script it is something like the paid to click links there, but open in a new window without a frame and timer. It does not need to be a fancy design.
