Hello!
I've looked at the code on codepen, and generally understand what you want to do. The tricky part is that the map won't line up with actual lat and long. Right now, I think the best way is to probably figure out an estimated latitude and longitude for each dot. Then given coordinates, find the closest one.
Given the supplied set of coordinates, would all four dots change color and stay that way? How is the data series read in, is it a file or API or something else? Also, in the data set, what is 'value'?
Thanks and hope to hear from you,
John

Hi there.
I think your project doesn't need difficult web skill.
Only your project kernel is simple math algorithm.
But, since javascript support perfect math plugins, we can use it.
I have rich experience about them, and I can start right now.
Looking forward to discuss in details.
