Javascript works on Windows 7, not on Windows 10 (IE 11 for both)

Classic asp page has this line: <body class="pgframe" language="JavaScript" OnClick="ProcClick(event);" UNSELECTABLE="on"> In Windows 7 the ProcClick(event) is fired and works well. In Windows 10 it's like ProcClick(event) never gets fired. What does each attribute mean. Will probably need to do a teamviewer or gotomeeting to view if that is needed.
