So, my understanding is that you wish to have, as OUTPUT an ESRI format file, which denotes features like water body e.g. lakes and rivers using polygons, that are again represented with vertices + attributes that tell what they are. Right?

What I am unclear about?
1) Your INPUTS to this system consists of just 430 vertices. Is that all? Each item, as explained above must have a name associated to it, that tells what it is. Also, you mentioned to include permit number. Are they part of INPUTS as well? How are they stored or you're thinking of sharing it? Xlsx?
2) The actual shape file introduced by ArcView is .shp, however there are loads of others that followed. Does your convenience in plotting them over Google Earth is limited due to a specific choice of a format?
3) How is the conversion from vertices to polygons factored? Mention the dependent and independent variables, and formulation, if available with you. Are they dynamic? What can be fixed and what can be left user derived?
A lot of above questions are for clarifications.
