Let's start with a question: what's REALLY going to make this manageable?
Fact: it's NOT anyone trying to string you on at an abhorrently low rate, obviously copy-pasted pitch, and didn't even "read B2B Cold Mailing Specialist (Freelance)" made too obvious after they drone on about web dev, SEO, and PhD writing.

Aside from the experience needed using several blast platforms and using the powerful data-to-creative approaches for campaign development/retooling you're getting someone if not THE one that will be able to take this on, get a creative brief/style guide in hand, and capture the feel of the room that WILL convert along with keeping email and compliance best practices/regulations (CAN-SPAM, GDPR, etc.) in mind.
