I have noticed your additions, and i think the Sortable JavaScript library is workable. I Understand that lists would persist among sessions.
I am ready to complete the elegant drag and drop operations in about 7 days.
I am a Software Engineer with 5+ years of experience in Software Development. My special tools include C#, ASP.NET MVC, ASP.NET WebForms, AJAX, JQuery, HTML5, CSS, Vanilla JavaScript, etc, and I use these tools everyday.
I believe your project will heavily depend on CSS, ASP.NET AJAX, JavaScript, and JQuery;
1. A good deal of ASP.NET Ajax; for submitting the forms quietly after drag and drop, in order to add to and repopulate the tables and views respectively, with little of no user interruptions.
2. Hugely, a combination of Pure or "Vanilla" JavaScript, and JQuery, to receive the dropped items, and preview their corresponding data, as often as necessary. These will also aid in displaying the appropriate animation for the drag and drop operations, as they happen.
3. CSS would be primarily used to create the UI classes, that will be applied during drag and drop operations, and as usual, the rest of the look and feel.
I am very sure that, with my special interest in User Experience, which include UI Design, i am more than capable of delivering what you ask for, or even more, in a minimum workable time frame.
