Need a mobile responsive website

I want to create when someone registers they are automatically put in a certain position in the circle. When that person registers they will recommend two others. When those two others register then they will placed in a position following the person that recommended them. The circle should progess as more people are added. On the back-end, we should have the ability to remove and replace people. Also, one the circle is full and there is one person in the center. That circle does not progress until the person in the middle is honored then we can manually progress the circle at that point. We need the names and info of the person to populate in the circle so that we can download the image or have a place where users can see the circle they are in.
