Create Windows and Linux webserver file change monitoring and reporting agent

For a project, we need to develop a single cross platform (windows and linux) change monitoring agent that will monitor and alert any changes happening in a pre-defined directory on a webserver. The agent should detect changes to subdirectories & files and any change to files within the subdirectories. All folders and files must be checked recursively and any change must be reported immediately. Change events to be detected for folders are: add, delete or modify. Change events to be detected for files are only for add and delete. No need to track inside file content changes. The monitoring agent should accept various parameters as input and be able to send the details of the change back to the main server across the internet using API or some other means. It should have a unique identifying ID that can be assigned to it. The agent should be constantly monitoring yet be lightweight so as to not impact webserver performance. There may be a need to create a simple admin panel for custom generating a monitoring agent. Detailed spec will be provided in PM.
