google maps - coastline layer

I already have the code that detects water in google maps (I will provide to you).
What I need you to do is to create a layer of the coastline area within a certain distance of the it (ie. 200 meters from the coast).
The code needs to trigger every time the map is moved or zoomed.
Some mathematics knowledge is required as the easier way to do it is by calculating perpendicular lines from coast points, to then obtain the point on that line
that is on a certain distance (ie. 200 meters).
In brief, the code must be like this...
Input: map boundaries, zoom and "distance from the coast"
Output: Polygon of coastal area within given distance
(then use that resulted polygon to draw the layer)
