I suggest you to use a flip switch for the 2 battery system. And for the 3 battery system; A button switch with digital control (via a basic logic counter) or, A knob switch with 4 detents (OFF - 1 - 2 - 3) , a rottary position switch. All these switches would operate high voltage relays. This is more of an electronic circuit design rather than a mechanical engineering task. Still, not a problem for me. What are your criterias about the design, like do you have an size limit or does it need to be weather proof, or a budget?
