Android automatic licence plate recognition application (matrix pocket clone)

Hi Guys, I'm looking to have a something similar to "matrix pocket" android app. Basically it's an android real time automatic licence / license plate recognition application. The application would automatically detect a plate a check if it's listed in the database of expired plate number. If it's there, a picture and the gps location would be logged and the phone user would be notified by an alert. It would need to work with Canadian and USA plates. Look at the attached file. It's a demo of something similar I would like to get.. Should be simple as there already a couple of apps similar to what I want already developed. Here's a video example of what I'm looking for...but would need to work with Canadian plate number. [login to view URL] I don't need the voice that say every car brands and color...
