Xcode 4.5 iOS 6 camera app for all countries and iDevices

I need a Xcode 4.5 and iOS6 application to be made for all apple devices and every country. This should be easy with the new APIs but the phone must be atleast 3G. No words are needed as I have designed the wireframe to use symbols only and I will do all photoshop image work. It is a camera app using RGB values and making relative length measurements between points. I even have buggy sourcecode from when I a getafreelancer tried with xcode 3.5 years ago but the app kept crashing because of garbage collection which should also be eliminated with new available API. I want a free version with ads and then a paid version with no adds and extra features. Can ads be used in every country?
