Need Mariadb and Apache server optimized

We have a dedicated Centos 7 server handling mariadb connections.
The server has 32GB of memory and it is not using its resources as well as it could be.
I need a DB pro to help me optimize the system over chat. No direct access to the server can be given but working through chat, you can easily walk me through the changes I should make.
