.NET Browser Based MMORPG: Chat system (Game World/Location-based)

We have 4 PSDs plus sample HTMLs for game screens to be made into a C# .NET browser-based MMORPG, we need to convert all the elements (like text boxes and drop down lists and images) into .NET elements that can be used in our game website. The MySQL database with 4 tables will also need to be designed. Features to implement after conversion: 1. Character selection (select from a list of characters previously saved in the system) 2. Chat function (by channels, represented by rooms) where users can chat in text with other users just like in MMORPGs. 3. Map popup where users can change their location (building or room), changing the location also changes the chat channel. Please quote on a fixed price contract. Price will not change after the project starts.
