I can help You with your WISP confidently and quickly because I am MikroTik certified network engineer (MTCTCE/MTCNA) having over 10 years of experience in configuring, maintaining and troubleshooting of enterprise MikroTik devices (routers, switches and access points). I work with RB1100AHx2 every day in my work, but it hasn't a wireless controller, so You can't use hotspot on this devices. PPPoE server is not a problem.

For my asked price, i'd do: - Routers configuration - Client side (PPPoE, DNS, NAT, queueing, hotspot) - WAN side (firewall, routing, IP addressing) - Other general config (users, general security) - Radio configuration (Wireless and ethernet sides) - End-user router configuration, if needed As it's a school project, i expect you won't need me to configure a lot of devices (one RB 1100 and a ~5 radio pairs?), so if you need anything more than that i'd charge a bit more.
