Sounds like you need both a copywriter and graphic designer. Its none of my business, but I think you'd be better off hiring for two distinct jobs because copywriters are rarely good at illustration (and many who say they are good at drawing are lying) and the same goes for the writing skills of a graphic designer. It's really a case of two specialist jobs, and anyone who does both is probably not good at either. As for me...I'm a terrific writer who can't draw a stick figure to save my life.
