IVR - Voice Personals - Dialogic

I need a complete IVR system to be used for Voice Personals and for other uses. I need administration, payment mgt(creditcard/check), installation, database access, database mgt, etc. Must be able to use the Dialogic T1 cards/ and other Dialogic High density cards. Realtime one to one Chat features; email features will be nice to have, call progress monitoring, subscriber monitoring, etc etc. Written in C++ or whatever you suggest.
