Make my php contact form work with image upload

I have had a programer working on a website [login to view URL] but they have been unable to get the portion working that requires an image upload and for the data/images to be sent via email once the submit button is clicked. Currently, all the options are working and the data is sent via email, the only portion not working is the images are not included in the email. This needs to be fixed immediately, so do not bid if you can not finish within hours of bid award.
