web-based email newsletter service

We are looking to create a web-based email newsletter service as an application service provider. Email grabing feature that will go through Outlook/Eudora/Outlook Express Inbox and sub-folder inboxes to capture all email addresses from to: cc: bcc: and from: fields. Do the field checking to ensure that data in the mandatory fields is correct. The system should be scalable and capable of sending e-mails and not shut down. The site design should be template driven. This site will not be for spammers it will be for litigate business-client relationship. The site must give the Admin for each level Main admin total Setup Affiliate admin (Territory data processing) Client admin with access to manage their own list (database). This should have a very simple yet comprehensive admin panel so we could manage it with minimum effort, i.e. mostly autopilot. Email verification email results tracking data Check to see if "client" sent the monthly , weekly newsletter yet if not send an email to remind to send out email Self removal from emails list. zipcode territory controls Your bid should be all inclusive and must include the application deployment/hosted on the server the tour (similar to [login to view URL]) Please also specify the milestones, deliverables and schedule along with anything that is pertinent. The first milestone of work must be a completed design document breaking down every feature of how you will exucute this site. ## Deliverables Deliverables: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). Please specify what you intend to use and be able to defend/explain it with clear advantages. We want the start up & operational costs to be minimal. I think I have it covered enough to get the over all view of the site to be built. I am open to suggestions. If you have designed any simular site with emailing capabilities let me see them. This will help the process of selection. Although final work can be delivered in 30 to 60 days a partially functioning prototype and screen layouts of this system must be operational sooner and we need to have that spelled out in the milestones.
