Web Development - Social Network with Businesses Directory

The main purpose of this project is to make a website from zero where the people can register and post their businesses and classifieds for that others can find it, and be a social network. This site is designed only for 2 cities, I think will have at least 1000 registered users, 100-200 Publications of Business and, per week, at least 50 Classifieds.
This project has 9 features: User Management, Businesses Directory, Classified Section, Search Engine, News Management, Ads Management, Online Payment (with MercadoPago Platform), Administration Management and Multilanguage.
You or your team will be responsible for everything, only I will see the CSS structure, design of the website and language translation, but, in some times, you will be responsible of CSS and design. I will be able to edit: words, structure, appearance, code, etc. from the source code through Dreamweaver or other software (webmatrix, etc), I don’t want a special form for this.
